Restricted chemicals such as phthalates, chemicals used primarily as plasticisers, and flame retardants which are used to inhibit or resist the spread of fire, are commonly found in rubber and rubber products.

These chemicals are restricted under EU and international legislations. For example Annex XVII REACH restricts DEHP, DBP and BBP in concentrations greater than 0.1% by weight of the plasticised material in toys and childcare articles. It also restricts DINP, DIDP and DNOP in concentrations greater than 0.1% by weight of the plasticised material in toys and childcare articles which can be placed in the mouth by children.

In addition to this, the control and restriction of brominated flame retardants are covered in a variety of EU legislations including REACH, RoHS, WEEE and the Water Framework Directive (WFD).
